Novosibirsk is a municipal entity governed by local authorities. In accordance with the Charter of Novosibirsk, the structure of the local authorities shall include the following: the Mayor of Novosibirsk, the Mayor’s Office of Novosibirsk, Novosibirsk City Council, the Chamber of Control and Accounts of Novosibirsk.

The chief executive official of Novosibirsk is the Mayor of Novosibirsk, being the head of the municipal entity of Novosibirsk. Subject to the City Charter, the Mayor is granted with authority to resolve issues of local significance and is head of the Mayor’s Office of Novosibirsk. The Mayor is elected at municipal elections for a five-year term.

His legal status and authority are defined by the Novosibirsk City Charter (Resolution of the Novosibirsk City Council No.616 of June 27, 2007).

The Mayor of Novosibirsk is subordinated and accountable to the citizens of Novosibirsk and the Novosibirsk City Council.

The Mayor represents the city and the Mayor’s Office in relations with other municipal authorities, state authorities, citizens and organizations, as well as in international and foreign economic relations. He ensures and protects the interests of the city and the Mayor’s Office at judicial and state agencies, acquires and exercises property and other rights and obligations on behalf of the city, signs and publicizes the resolutions of the City Council, issues legal acts, has the right to submit draft resolutions and amendments to draft resolutions of the City Council of Novosibirsk to the Council, has the right to participate in the session of the City Council, submits to the City Council the draft budget of Novosibirsk and draft report on the budget utilization, administers the city budget funds, submits programs and plans of Novosibirsk development to the City Council for approval, arranges their implementation, organizes and enforces the powers of the Mayor’s Office of Novosibirsk, administers divisions of the Mayor’s Office of Novosibirsk, defines the staffing of the Mayor’s Office of Novosibirsk, administers civil defense, makes decisions on preparing the draft general urban plan of Novosibirsk, draft rules of land-use and development of Novosibirsk, approves local norms of town-building design, makes decisions on the development of built-up areas, sets the procedure for obtaining a document supporting a decision to approve or deny the rearrangement and/or redesign of a residential premise in accordance with the conditions and procedure for rearrangement and redesign of residential premises, meets citizens in person and reviews their requests, concludes contracts and takes anti-corruption measures in Novosibirsk.

Mayor Anatoliy Lokot

At the snap mayoral elections held on April 6, 2014, Mr. Anatoliy E. Lokot was elected the Mayor of Novosibirsk. Anatoliy E. Lokot was born on January 18, 1959, in Novosibirsk. In 1981 he graduated from the Physico-Technical School of the Novosibirsk Electronic Technical Institute.

Since 1981 Mr. Lokot worked as an engineer at the Research and Development Institute of Electronic Instruments in Novosibirsk. In 1982 he was drafted into the Soviet Armed Forces. In 1984, after the army service, he continued his career at the Research and Development Institute of Measuring Instruments.

In December of 1996 Mr. Lokot was elected a member of the Novosibirsk Regional Council. In December of 2000 he was elected a member of the Novosibirsk City Council.

In 2003 Mr. Lokot was elected the State Duma Deputy. He served as the deputy in the 4th, 5th and 6th State Duma. Mr. Lokot was an active member of the State Duma’s Committee on Federalism and Local Government. He worked as vice-chairman of the State Duma’s Commission on Legal Coverage for the Development of Military-Industrial Complex Institutions in the Russian Federation. Mr. Lokot also headed the Commission on Social Policy, Science, Culture and Humanitarian Issues of the Parliamentary Assembly of the Union of Belarus and Russia. Mr. Lokot is married, and has two children.

The Mayor’s Office of Novosibirsk is the executive and administrative body of the municipal authorities. The Mayor administers the city Mayor’s Office on the principle of one-man management.

The Novosibirsk City Council consists of 50 deputies, who are elected at municipal elections. The City Council makes regulatory and other legal decisions within its terms of reference.

Local authorities of Novosibirsk draw up, approve, and implement the city budget; establish, amend, and abolish local taxes and receipts; handle issues related to possession, use, and disposal of municipal property; organize electric, heat, gas, and water supply for the citizens, as well as water disposal and fuel supply within the city boundaries; handle construction, repair, and usage of roads; ensure traffic and parking safety; arrange housing for low-income citizens of Novosibirsk who need housing improvement in accordance with the housing law; organize the construction and maintenance of the municipal housing stock; create conditions for housing construction and for the provision of transport services to the citizens; organize transport servicing of citizens; participate in the prevention of terrorism and extremism, as well as minimization and/or elimination of the consequences of terrorist and extremist attacks in Novosibirsk; participate in the prevention and mitigation of consequences of emergency situations; organize maintenance of the public order by municipal police; arrange primary fire safety measures; arrange environmental protection measures; arrange provision of publicly available and free primary general, basic general education, general (complete) secondary education in the main general education programs, except for the powers related to financial support of the educational process within the terms of reference of the state authorities of the constituents of the Russian Federation; arrange provision of extended education to children and publicly available free preschool education; arrange children’s leisure activities during vacation time; arrange conditions for the following: delivery of healthcare to citizens in the city, provision of communication services to the citizens, public catering, trade and consumer services, leisure management, provision of citizens with the services of cultural organizations, development of local, traditional, amateur and folk arts, participation in the preservation, revival, and development of folk artistic craft; arrange library services for the citizens of Novosibirsk as well as the preservation, use, and popularization of cultural heritage resources (historical and cultural monuments) owned by Novosibirsk, protection of cultural heritage resources (historical and cultural monuments) and resources of local (municipal) significance; arrange conditions for the development of physical culture and mass sports, arrange official health, fitness and sporting events; arrange conditions for citizens’ mass leisure and development of public entertainment; form and maintain the municipal archive; arrange funeral services and maintain burial places; arrange for the collection, removal, disposal, and recycling of domestic and industrial waste; approve the Rules of Novosibirsk site improvement, approve the General Urban Plan of Novosibirsk, Rules of Land Use and Development of Novosibirsk, local norms of town-building design, maintenance of the information system for town-building activities carried out in Novosibirsk, reservation and withdrawal of land, including reservation and withdrawal through buyout of land lots within Novosibirsk for municipal needs; exercise municipal land control; issue permits for the installation of advertising structures; name streets, squares, and other residential areas in Novosibirsk; arrange and implement measures for civil defense and the protection of citizens and Novosibirsk territory against emergency situations of natural and man-made origin; create, maintain, and organize the activities of emergency rescue services; implement measures for safety assurance in bodies of water; arrange conditions for the expansion of the agricultural products market and the raw materials and food market; facilitate the development of small and medium business; render assistance to socially oriented, non-commercial organizations, charitable activities, and voluntary work; arrange measures for work with children and youth; exercise powers of water bodies’ owner; establish the rules of public water bodies’ use for personal and domestic needs and inform citizens about restrictions on the use of such water bodies; arrange conditions for the activities of voluntary units of citizens for the protection of the public order.

The local authorities of Novosibirsk are also in charge of tutorship and curatorship, execution of municipal forest control, municipal control over municipal lotteries, municipal control in the special economic zone, assurance of work required for creating artificial land lots for the city needs, holding public auctions for the right to conclude a contract for creating an artificial land lot in accordance with the federal law, implementation of anti-corruption measures within the boundaries of Novosibirsk and other issues considered matters of local significance of an urban district in accordance with Federal Law On General Principles of Local Self-Government Organization in the Russian Federation.

Local authorities of Novosibirsk are entitled to create museums, municipal fire-fighting services and municipal higher vocational educational institutions; to participate in tutorship and curatorship activities; to finance and co-finance the overhaul repair of residential houses; to arrange conditions for activities related to the enforcement of rights of local national and cultural autonomies; to render assistance to national and cultural development of nations of the Russian Federation and implementation of measures in the area of inter-ethnic relations; to arrange conditions for the development of tourism; to render assistance to public monitoring committees that exercise public control over the assurance of human rights and provide assistance to persons in places of forced imprisonment.
